Green manutre for costal mediterranean aerea

Hello :)

 

I am planning to restore a little land on the cost in NE of sicily, It's sandy, salty and also windy, i am a beginner permaculturist and i thought that the best first step, while I try to learn more and plan I was thinking of putting down green manure for the whole winter (it is not too cold there, the coldest is 7degrees).

Is this a good move? and if it is what is the best plant to do the job. I am going to research for local cover plants but any suggestion…
